Basque Country, Spain

The Basque Country [Euskadi / País Vasco] is an autonomous community in Northern Spain. The population of the Basque Country is around 2,200,000 inhabitants, concentrated around the three main metropolitan areas: Bilbao, Vitoria-Gasteiz and San Sebastián-Donostia.

Healthcare system

The Basque Health System includes 16 hospitals, more than 320 primary care clinics organised through three different geographical areas, apart from the Mental Health Centres, Emergencies and Basque Transfusions and Human Tissue Centre. More than 30.000 professionals work for Osakidetza – the Basque health service, which could be considered the biggest organisation of the Basque Country. Osakidetza is fully involved in the regional strategy to tackle the challenge of chronicity.

eHealth maturity

The Electronic Health Record (EHR) and e-Prescriptions service have been operational in the Basque Country for several years. A patient empowerment service (Active Patient) has already been  implemented, prior to CareWell. Telecare services have been taken up by 6% of all those over the age of 65 and 16% of those over the age of 80. Additional telehealth services have been piloted for patients with chronic conditions such as COPD, heart failure, multi-morbidity and mental disorders. What is more, an existing eHealth Centre provides assistance to the whole Basque population on a 24/7 basis.
